playing monopoly for dummies..about buying and selling houses and hotels?

im currently learning this game called monopoly..actually i have the version of transformer well still the instruction printed is still on general play..my first question is this..”in buying houses and hotels it says here that is should be done one at a time..does it mean you can only buy or sell houses of hotels once every a turn?? and wait for your next turn to do so?? and if it does does it all apply in all transaction like mortgaging buying houses and hotels etc…??”

and for additional – how to know if you are about to have a double roll or something??
this is an additional question:

so can i buy houses hotels evenly during my turn let say there are still stock of houses and hotels and im gonna buy 4 houses each on my 2 color block property completely before rolling my dice, does it possible??

The instruction means you must buy your houses and hotels one at a time. You may buy as many houses and/or hotels as you wish, but the transaction for each house or hotel is separate and apart from each of the others. The reason for this has to do with the limit on the number of houses and hotels in the game. There are exactly 32 houses and 12 hotels in the game that players may purchase. Once all of the houses are on the board, no more houses may be purchased until a player either sells one or more houses back to the bank or upgrades a property with four houses to a hotel. Once all of the hotels are purchased, no more hotels may be bought until one or more hotels are sold back to the bank. Because of this limit, a player may not be able to improve his monopolies as he wishes.

Let me give you an example. Let’s say you have an unimproved monopoly, and there are six houses and two hotels left in the bank available for purchase. The rest have been purchased by other players for their monopolies. You have plenty of money, and you want to build as much as possible on your lots so you can charge confiscatory rates to the other players who are unfortunate enough to land on your monopoly. You buy one house at a time, building evenly, until all six houses have been bought, and no more houses are in the bank. Now that you have two or three houses on each property, you cannot build any more. You do not have four houses on any property, so you cannot upgrade to a hotel. There are no more houses to build, so no one, including you, may build more houses.

Later in the game, one of your opponents upgrades one or more four-house properties to hotels, thus freeing up some houses. Now anyone may build more houses on their monopolies, and the first one to speak up gets first crack at them. If someone manages to buy four houses for each property in a color group, that color group may now be upgraded to hotels. No one may buy hotels unless and until he manages to get four houses on each property of a color group. I hope this lengthy discussion clears up the rule for you as well as its purpose. – LJS
