Home mortgage modification, help please?

My dad is looking to modify our mortgage for a lower rate. We are not experience in any way about this topic. He went to a of people (i’m guessing they’re the private government assistants?), and they all estimated a lower rate (about 200 off, at least this is what my dad is telling me), and they want 3000 to perform this. Well my dad is not sure if he wants to do this or not. He’s talking about moving and things i just up and down.

My question is, have any of you been through the mortgage modification? How was it for you? Maybe this will help us make our decision. We live in New Jersey if that matters at all.
